Department for Business, Energy & Industrial Strategy
BEIS replaced the Department for Business, Innovation and Skills (BIS) and the Department of Energy and Climate Change (DECC) in July 2016.
Its' mantra is to build a stronger, greener future by fighting coronavirus, tackling climate change, unleashing innovation and making the UK a great place to work and do business.
The UK Governments' net zero strategy is intended to dramatically reduce greenhouse gas emissions to reach a target of net zero by 2050.

MEES
Minimum Energy Efficiency Standards
MEES will tackle the energy efficiency of the UK's older buildings. As part of the UK's net zero strategy, it aims to reduce Greenhouse gas emissions by setting a minimum standard for private and commercially rented properties.
Since 1 April 2020, landlords can no longer let or continue to let properties covered by the MEES Regulations if they have an EPC rating below E, unless they have a valid exemption in place.
The minimum standard could, and probably will, rise in future.

PAS 2035
New Industry Specification replacing PAS 2030
PAS 2035 is the new retrofit standards framework introduced following the recommendations of the Each Home Counts review, and details best practice for domestic retrofit projects.
PAS 2035 delivers a whole building approach to the retrofit process, considering the home, environment, occupancy and improvement objectives when determining the most suitable measures to install. It embraces quality retrofit work eliminating problems associated with defects, shallow retrofit, accountability, poor design and performance gap.

To help relevant properties meet their MEES obligations, compliance with PAS 2035 is mandatory to access all public funded projects which include ECO funded retrofit projects using PAS 2035 approved surveyors, coordinators and installers.

ECO 4
Energy Company Obligation
Under the ECO scheme, some energy companies are required to provide funding to eligible households for energy efficiency improvements, helping to address fuel poverty in the UK.
The ECO 4 funding period is currently set to run between the 1st of April 2022 to the 31st of March 2026. The Government is currently consulting on this final stage of the scheme and a number of changes are due to be made to the eligibility criteria.

BEIS intend that ECO 4 will move to a whole-house approach based around multi-measure projects, delivering through the PAS 2035 framework.
